Step 1

Create a new flash document and set Frame rate to 32fps (Frames per Second).





Step 2

Download my picture.



Step 3

Press Ctrl+R (Import to Stage), and Import my picture.

Step 4

Select it and press F8 on the keyboard, to Convert it into a Movie Clip.



Step 5

Click on frame 70 and press F6 (Kayframe). After that open the Properties Panel (Ctrl+F3), under Color choose Advanced, click on Settings button and set the options from the picture below.





Step 6

Go back on frame 1 and from Properties Panel under Tween choose Motion.

We're done!

Test your Movie (Ctrl+Enter).
